Sugamya Bharat Abhiyan is a program launched in various ways to serve the able community of the country The program comes with an index to measure the design of disability-friendly buildings and human resource policies. The Prime Minister has inaugurated the main event on December 3, 2015, the International Day of Persons with Disabilities. This initiative is also in line with Article 9 of the UN Convention on the Rights of Persons with Disabilities, which India signed in 2007. This scheme also comes under sections 44, 45, 45, under 46 of the Disability Act, 1. Sulabh Bharat Abhiyan is a departmental campaign for the empowerment of persons with disabilities in the Ministry of Social Justice and Empowerment.

The campaign was launched by the Prime Minister of India on December 3, 2015, to mark the International Day of Persons with Disabilities.

The campaign is based on the principle of the social model of disability that a person has a disability, not because of limitations and disability, but because of the way the social system works.

Goal 1: Increase access to government buildings

An accessible government building is one where a disabled person can enter without any hindrance and use the facilities available in it. It includes the following built-in environments - services, stairs and ramps, entrances, casual exits, and parking as well as interior and exterior features such as lighting, signage, alarm systems, and toiletries.

Goal 2: Increase the airport accessibility ratio

Sugamya Bharat Abhiyan Protection of rights of persons with disabilities:


Equal Opportunities for Disability, Protection of Rights, and Full Participation Act, 1995. Sections 44 44 - 45 45 and 46 46 of 1995 make explicit provisions for discrimination in transportation, roads, and the built environment respectively.

It deals with the Rights of Persons with Disabilities Act, 2016; The American Disability Act, 1995 is a revised version.


India is a signatory to the United Nations Convention on the Rights of Persons with Disabilities (United Nations Convention on the Rights of the Disabled). UNCRPD has been entrusted with the responsibility of ensuring appropriate action for persons with disabilities through the physical environment, transport, information, and communication with all nominal governments. Sugamya Bharat Abhiyan Indian strategy:

In a high-level inter-governmental meeting organized by the Government of the Republic of Korea, The Government of India announced the Ministry for the Rights of Persons with Disabilities in Asia and the Pacific and adopted the Inchin Strategy.


The Incheon Strategy arranges development goals covering the Asia-Pacific region and the world on a regional basis.

The strategy has 10 objectives, 27 targets, and 62 indicators.

This type of campaign is required:

Physical, social, structural, and behavioral barriers prevent people with disabilities from participating equally in social, cultural, and economic activities. The creation of a seamless environment will facilitate equal participation in all activities for persons with disabilities and encourage them to live life independently and in a dignified manner.
